Rwandans are facing extrajudicial killing, torture or degrading treatment of human beings with the involvement of government agencies. There are also life-threatening conditions of detention, arbitrary detention, political prisoners, cross-border violence against people outside the country, including murder, kidnapping, and other violence. Apart from killing, torture and kidnapping there are serious obstacles to freedom of expression and media in the country, including the arrest of journalists without valid reasons or their trial.
In different occasions police have killed many people while they were incarcerated or while they were escaping from arrest or escaping from jail. Last year the police killed a man for trying to escape when they were going to arrest him. However, no investigative reports have been published on the murder. Regarding disappearances, different people disappeared including the poet Bahati Innocent, Boniface Twagirimana who oppose the government and other politicians like Venant Abayisenga, and Eugene Ndereyimana.
the authorities in Rwanda also tortured prisoners in many occasions, journalist Niyonsenga Dieudonne, known as Cyuma Hassan, said that he was often beaten by the prison staff where he is being held in prison.Journalist Agnes Nkusi Uwimana is also another witness who announced that she was humiliated by many staff members of the prisons and inmates when she went to visit Cyuma at the prison.
